The legal doctrine was essential to point out the requirements, in Universal Law, of the consolidation of guarantees to the human being. Likewise, research and studies by the Institute for Applied Economic Research, Observatório das Metrópoles, among others, were essential for an adequate national design. With an international approach, the analysis of economists' thinking was carried out in order to compare it with the Brazilian reality. The work presents Housing as a Human Right and discusses its deontology. The current social reality in the world and in Brazil is explained, demonstrating inequality and the housing deficit. The problems and consequences of housing programs already carried out in Brazil are discussed, showing that the “dream of home ownership” remains a promise for many. The need for change in the conduct of human treatment is highlighted, and a Social Engine must be constituted to be able to appear as the minimum support of the individual. As if that were impossible, theories of Justice and the functioning of governments and the State are discussed, implying a necessary administrative-constitutional turn to detach the concepts of Housing and Property.
