The central questions include the interpretation of the social function of property in the Constitution and related doctrine, the understanding of property rights and their social function, and the concept of Economic Order according to constitutional law. The work is divided into three chapters. The first chapter conceptually maps this principle within the national legal context, highlighting its role in balancing individual rights and collective interests. It also explores the historical evolution, social and legal foundations, and the role of the state in promoting sustainable socio-economic development. The second chapter examines the relationship between the social function of property and constitutional economic law, focusing on the inclusion of this principle in the economic order of the 1988 Constitution, its importance for sustainable development and social justice, and state regulation to balance economic agents. The final chapter is dedicated to analyzing the practical manifestation of this principle in Goiânia, through municipal legislation with a focus on concrete cases, especially the Student Free Pass Program (PLE). The objective is to understand how and for what purpose this principle has been mobilized in the context of economic law in Goiânia.
