The issue reaches questionable jurisprudential solutions, notably in the situation of employees who are not received. Based on extensive interdisciplinary bibliographic research and analysis of jurisprudence, succession was studied as a broader legal phenomenon, with roots in Civil Law, as well as succession in the labor field, based on the principles that guide it and its requisites under the classical and new approach. The legal nature of notarial and registry services was also analyzed, under the focus of the administrative mechanisms of decentralization of the exercise of public services and the insertion of Notaries and Registrars in the spectrum of public agents, highlighting the sui generis character of these services that, although public, can only be exercised in a private way by delegation of the public power. It was also discussed how the very personal nature of its exercise and the non-business nature of the notarial and registry activity, added to the original legal-administrative bond that binds each person responsible for the management of services to the Public Administration, make the general rules relating to the labor succession for notary and registry services.
