In particular, reflection on those owners, mostly speculators who insist on not making their properties useful. These properties are located in the urban area and fully supplied with public services necessary to maintain the dignity and quality of life of the population. The excessive number of urban voids in these regions causes a problem for the public administration, which invests heavily to expand services further and further away from the center. In the pursuit of the social function of property, the great ally is art. 182, §4º, I, II and III, of the Federal Constitution, which has three tools that penalize the owner who insists on failing to comply with the legislation. They are the Compulsory Subdivision, Building or Use (PEUC), the Progressive Tax on Property and Urban Territorial Property (IPTU) and the Sanction Expropriation. The scope of this dissertation is to conclude if the aforementioned article is being successfully applied, that is, if it helps to encourage the fulfillment of the social function of urban property.ptImóveisVazios urbanosColetividade
