Based on this paradox, this dissertation examines how urban land regularization, from 1960 to 2025, relates to the materialization of the right to the city and the social function of property in Goiânia. The general objective is to analyze urban land regularization in Goiânia in light of the tension between formal planning and the historical production of territorial inequalities, articulating normative evolution, urban expansion, and the concrete manifestation of conflicts through case studies. Methodologically, the research adopts a qualitative, historical-analytical approach and a multiple case study strategy. It combines bibliographic review, documentary and legal analysis, spatial reading, and comparison across four neighborhoods selected according to criteria of historical relevance, territorial diversity, conflict typology, regularization trajectory, and minimum documentary availability for source triangulation. The findings indicate that land regularization in Goiânia cannot be reduced to the final act of titling, but should be understood as a prolonged, selective, and territorially uneven institutional process. The comparative analysis shows that progress in regularization depends less on the abstract existence of legal instruments and more on the convergence of urban location, degree of settlement consolidation, nature of the conflict, institutional capacity, documentary availability, and political-administrative priority. Areas more integrated into the urban fabric and with greater institutional visibility tend to show more advanced regularization trajectories, whereas cases marked by complex land tenure disputes, lower centrality, and administrative delays tend to produce slower, fragmented, or unstable outcomes. The dissertation concludes that REURB increased the procedural predictability of regularization, but did not eliminate the territorial liabilities inherited from unequal urbanization. Thus, formal titling, although relevant to reducing tenure insecurity, does not by itself guarantee sociospatial integration, permanence, or urban justice.
