It is based on the hypothesis that STDs do not result merely from the incorporation of digital technologies into tourism, but from the integration of urban planning, public governance, technological innovation, and data-driven territorial management. The objective is to analyze how urban and institutional intelligence can contribute to the construction of smart tourism destinations, using the municipality of Caldas Novas (GO, Brazil) as a case study. To this end, the research discusses the evolution of smart cities and STDs, analyzes the role of Information and Communication Technologies (ICTs) and Geographic Information Systems (GIS) in urban and tourism governance, examines reference experiences, and diagnoses the local reality of the municipality. The research adopts a qualitative approach based on bibliographic review, document analysis, comparative study of national and international experiences, and the spatialization of institutional data in a Geographic Information System for territorial intelligence analysis. The results demonstrate that the construction of smart tourism destinations depends on the articulation between urban planning, collaborative governance, and strategic data use. In Caldas Novas, institutional fragmentation was identified, characterized by “management islands,” lack of interoperability among public agencies, and limited use of technologies for decision support. A mismatch was also identified between urban expansion and territorial monitoring capacity. Although the municipality produces relevant data, its low level of integration restricts the use of this information in urban and tourism planning. It is concluded that Caldas Novas does not yet qualify as a consolidated smart tourism destination. As the main contribution, the research proposes a conceptual model that positions territorial intelligence as an articulating element between smart cities, urban governance, and territorial planning, showing that integration between data, institutions, and public policies is a key condition for the development of smart tourism destinations.ptCidades inteligentesPlanejamento urbanoDestinos turísticos inteligentes (DTI)Caldas Novas
